GIFs broke in Windows 11 emoji panel? It’s not a bug, it’s Google

  • Status: Resolved via update
  • Affected versions: Windows 11 24H2, 25H2, and 26H1 (pre-update)
  • Error message: ‘GIF service is not available’
  • Related KBs: KB5095093 (24H2/25H2), KB5095091 (26H1)

If you pressed Windows key + . (period) recently and saw a ‘GIF service is not available’ message, you didn’t break your PC. The issue stems from Google quietly retiring the Tenor API on June 30, 2026, which Windows 11 relied on to fetch animated GIFs in the emoji panel.

Why GIFs disappeared overnight

For years, the built-in emoji picker used Google’s Tenor service to search and display GIFs. When Microsoft announced this dependency would end, many users assumed a Windows update had introduced a regression. In reality, the backend service simply vanished.

Microsoft confirmed that devices running Windows 11 versions 24H2, 25H2, and 26H1 without the latest optional updates will see this error. The operating system had no local fallback, leaving the feature offline until a replacement was integrated.

The fix: Switching to GIPHY

Microsoft didn’t leave users stranded. Before the Tenor shutdown, they prepared a transition to GIPHY. This change is included in the June 23 preview updates:

  • KB5095093 for Windows 11 versions 24H2 and 25H2
  • KB5095091 for Windows 11 version 26H1

Installing these updates automatically rewires the emoji panel to use GIPHY. No manual configuration is required; once the update installs, GIF search functionality returns immediately.

How to restore GIFs now

To fix the issue, open Settings > Windows Update and check for updates. If you are waiting for Patch Tuesday but need the fix sooner, enable the toggle for ‘Get the latest updates as soon as they’re available’.

After installation, restart your device if prompted. The emoji panel will then pull from GIPHY’s library instead of Tenor’s.

What this means for you

The core functionality remains the same, but the content may feel slightly different. Since GIPHY and Tenor curate their libraries differently, search results for specific keywords might return different animations or rankings. This highlights a broader trend: even native OS features increasingly depend on third-party online services.

When those external services change or shut down, built-in tools can break until Microsoft patches the dependency. Keeping your system updated ensures these transitions happen smoothly without manual intervention.
