If you’ve ever clicked Shut Down after a long day of work, expecting a fresh start when you power back up, you may have been fooled. Windows keeps a piece of itself alive even after you press the power button — and the feature responsible is Fast Startup, which is enabled by default on most machines.
According to a Microsoft support document, “During Fast Startup, the kernel session is not closed, but it is hibernated.” In plain terms, a full shutdown isn’t quite the full shutdown you think it is.

Windows has three startup modes: a full or “cold” boot, a wake-from-hibernation resume, and the “Fast” option that combines both. The Fast mode was added in Windows 8, and it’s the one your PC is almost certainly using.
When you shut down, Fast Startup preserves a slice of the OS state. All your apps close and you get signed out, but pressing the power button next time restores that saved snapshot, which is what makes Windows boot faster.
Restart vs Shut Down: What’s the Difference?
To understand the difference, you need to know the two key components of an OS beyond the user interface, libraries, and services: the kernel and the drivers.
The kernel is the core of Windows. It manages memory, processes, and hardware, and it loads early when Windows starts, running the entire time your PC is powered on.
The drivers are small programs that let the kernel talk to your hardware — the GPU, the Wi-Fi card, and anything else plugged in.

Here’s what happens with each option, assuming Fast Startup is on:
- Shut Down (Fast Startup): Apps close, you’re logged off, the kernel stays loaded in memory, and the kernel plus drivers are saved to hiberfil.sys. On the next power-on, that saved snapshot is restored.
- Restart: Apps close, you’re logged off, the kernel session ends completely, and a fresh boot rebuilds everything from scratch.
hiberfil.sys is simply a file on your hard drive containing a snapshot of the kernel session and its loaded drivers. So after a shutdown, Windows loads that snapshot back into memory instead of reloading the kernel and every driver from the ground up.
That’s why it’s faster. But it also means any problem in that kernel session — a stuck driver, for instance — can carry over into your next session.
Microsoft even warns developers to watch for driver issues such as memory leaks, noting that “the up-time between kernel reboots might be significantly longer than on previous versions of Windows.” During a restart, the kernel session ends for good and Windows rebuilds it, so problems tied to the old session don’t necessarily carry over. That’s why Restart shuts down Windows more completely, even though it can be slower.
What is Fast Startup, and why does it exist?
Windows used to be notorious for slow startup. In the mechanical hard disk era, a machine had to read thousands of individual system files and drivers, and boot times of one to three minutes were common.
When Microsoft designed Windows 8, telemetry data showed roughly half of all users preferred a full shutdown over sleep mode. They wanted a “true” shutdown experience but hated the morning wait, so Fast Startup was engineered as a middle ground.

The result: boot times dropped from minutes to seconds. Fast Startup exists because Windows 8 needed a faster boot time.
It becomes an issue only when something is actually wrong with your current session — which is exactly when a full Restart, or a forced full shutdown, becomes useful.
How to force a full shutdown on Windows 11
If you want a shutdown that skips Fast Startup entirely, Microsoft provides a command to do it. Just save your work first.
Open Command Prompt or the Run box and type:
shutdown /s /t 0
This forces a full shutdown without the hybrid Fast Startup step.

To keep the regular shutdown that prepares your PC for Fast Startup, add the /hybrid flag instead:
shutdown /s /hybrid /t 0
Microsoft’s shutdown command reference lists Windows 11 and Windows 10 as supported. One caveat: avoid adding the /f flag to either command. It forces every running app to close without a warning, which can cost you unsaved data.
Microsoft isn’t telling you to kill Fast Startup permanently. Its troubleshooting page notes that disabling it “is not recommended,” since the feature exists to make ordinary shutdown-to-boot transitions faster for everyone.
When to restart, shut down, or force a full shutdown
- Restart: When you need a completely fresh Windows session.
- Shut Down: When you just want the PC off for a while.
- shutdown /s /t 0: When you need a full shutdown without the hybrid Fast Startup step.
Fast Startup wasn’t without its own headaches. Back in 2020, we reported that Windows Updates could fail to install because some pending update operations needed the full shutdown sequence — one that Fast Startup short-circuits.
So the next time you hit a bug and someone asks you to turn your PC off and on again, do yourself a favour and restart it first.
What This Means for You
For the everyday user, the takeaway is simple. When a bug appears and someone suggests “turn it off and on again,” don’t just click Shut Down. Restart your PC first — that’s the step that actually clears the kernel session.
For a deeper reset that also removes Fast Startup’s lingering snapshot, use the shutdown /s /t 0 command. Combine the two if you want both a clean session and a powered-off machine: restart, then shut down.
Unless you’re chasing a specific fix, leave Fast Startup enabled. It’s the reason your machine wakes up in seconds rather than minutes, and Microsoft itself discourages turning it off.
