According to Marcus Ash, Corporate Vice President of Design and Research for Windows and Devices at Microsoft, the answer lies in a deliberate balance between pushing the operating system forward and honoring decades of backward compatibility commitments.
Ash recently discussed the ongoing evolution of Windows 11’s user interface on the Windows Central Podcast, shedding light on why the Windows 11 Control Panel modernization process has stretched over more than a decade and how the company is approaching the retirement of older tooling.
The Compatibility Commitment
Microsoft began the initial push to modernize the Control Panel back with Windows 8, which launched over thirteen years ago. Despite that early start, the task remains unfinished. Ash explained that the primary reason for the extended timeline is Microsoft’s commitment to preserving legacy functionality.
“That’s why things like Control Panel get tricky, because if a customer has a driver or has something that depends on that legacy functionality, we just have to be careful about not breaking that compatibility promise,” Ash stated. The company does not simply swap out older interfaces for newer ones without first verifying that modern replacements fully support the workflows, drivers, and third-party applications that rely on them.
When Microsoft finally migrates a feature to the Settings app, it will then deprecate the corresponding Control Panel entry only after confirming that no critical dependencies remain. This careful approach ensures that enterprise deployments, specialized hardware, and long-standing automation scripts continue to function without disruption.
Building Frameworks Before Interfaces
Modernizing legacy interfaces is not merely a design exercise. It requires underlying UI frameworks to support the new functionality before the visual layer can be built. Ash highlighted that Microsoft is investing heavily in WinUI 3 and related frameworks to create a foundation capable of handling the complexity of older tools.
“It also requires us to do work in WinUI 3 and some of these frameworks so that we can move things over at a rate that we think customers can adopt and not break promises,” Ash noted. The framework development phase ensures that performance, accessibility, and feature parity are maintained during the transition.
From a technical standpoint, this means that Microsoft cannot simply port legacy C++ dialogs to a modern XAML-based renderer without first validating that the new architecture supports all required input methods, registry interactions, and system-level permissions. The framework must be production-ready before individual components can be migrated safely.

Prioritizing User Journeys
Microsoft uses telemetry, user feedback, and usage data to determine which legacy surfaces receive priority. Ash confirmed that decisions are driven by real-world adoption metrics rather than arbitrary timelines. The goal is to gradually reduce the amount of legacy UI that users encounter in their daily workflows.
File Explorer has already seen significant modernization efforts, with Microsoft applying WinUI styling to various dialogs and property sheets. The team evaluates full user journeys rather than isolated dialogs, mapping out where a task begins and where it ends before committing to a redesign.
Even tools like the Registry Editor are under evaluation. Ash mentioned that Microsoft is already exploring how to attack the modernization of Regedit while preserving compatibility. The approach involves analyzing common user paths and identifying which framework components can be safely extended to support older utilities.

For everyday Windows 11 users, the extended timeline means that the Settings app will continue to grow in breadth, but legacy Control Panel entries will not disappear overnight.
